Gall mites puncture individual epidermis cells. The ‘poison’ they inject causes growth disturbances, etc., but generally no death of plant tissue. Cecidomyiidae larvae feed by external digestion: they eject digestive liquid, and simultaneously ingest the digestion products. This does cause the browning and death of the plant tissue around*. The presence of dead scale in the catkins therefore is an indication to me of Contarinia, rhather than Phyllocoptruta.

* It must be more complicated than I write here. Cysiphora galls never have a trace of browmned tissue. I don’t understand!
